which is the subject and what does "que" refer to the VIOLENCE
or the "JE":

C'est la violance dans le programme que je detest.

Well, it really depends a bit on your analysis. But you could say that:

- "je" is the subject in the subordinate (subject of the verb "déteste")
- "ce" is the subject of the main outer sentence (sometimes called "main clause" or "matrix clause")

Arguably, the 2nd statement doesn't buy you very much. You could just say that you have a basic underlying sentence "Je déteste la violence", with "je" as the eubject, and that you then have a "clefting" operation on this sentence to turn it into "C'est la violence que je déteste". As I say, it really depends on the type of analysis that you want to perform.
