People is great when it produces great men.

A people is great when it is a product of great men.

The two sentences in English that you give mean different things and would be translated differently in French-- which did you intend?

2nd if I am correct.

Ah OK, then I think you just need a slight modification, for example:

Un peuple est grand lorsqu'il est le produit de grands hommes.

I would also posit:

Un peuple est doté de grandeur lorsqu'il est le produit de grands hommes.

Hopefully others will make other suggestions.

"Un peuple est grand quand il produit de grands hommes"

Here "peuple" means "nation", or something bigger than a nation, the "spirit" of a nation. "Great men" means "people who are intelligent, who have done great things, etc."
