Ah OK, then I think you just need a slight modification, for example:
Un peuple est grand lorsqu'il est le produit de grands hommes.
I would also posit:
Un peuple est doté de grandeur lorsqu'il est le produit de grands hommes.
Hopefully others will make other suggestions.

"Un peuple est grand quand il produit de grand
shommes"Here "peuple" means "nation", or something bigger than a nation, the "spirit" of a nation. "Great men" means "people who are intelligent, who have done great things, etc."
