Could anyone be so kind as to translate the 'qui fait de plus en plus defaut'?

Literaly, you can say "which is more and more failing"
'quit fait de plus en plu défaut' = which is increasingly lacking

Possibly 'which is increasingly failing' ?   (Figaro was referring to Obama's administration.)
