I believe I have the gist of the passage quoted but do not understand the way that the above
two words are used.

"Des questions fréquemment posées au Dr. G.M., auteur de "Médécins et Patients" et trés rare
practicien à disposer d'une consultation sur les droits des patients, qu'il assure à la faculté de
médecine Paris-Descartes"

I'll translate this in such a way as to point up the difference:

Questions often asked of Dr G.M., author of "Doctors and Patients," and one of those very rare practitioners who has at hand a manual on patients' rights provided by the medical faculty of Paris-Descartes.
