Because it's the "passé composé" and the object ("qu'", that stands for "les pièces") is placed before the verb.

Thank you that is what I thought. The solution given by the test-booklet was "a". Obviously wrong.

Yes "A" is wrong. It would be right if "les pièces" was *after* the verb, as in

Elle avait voulu voir toutes les pièces.
