the expression is "des inquiétudes à avoir" which means "to be worried about" , "to be anxious about" or "to feel some anxiety about"
I think there is a typo in your first sentence "...il y avait des inquiétudes..."
Yes, "il faudra" is the future tense of "il faut". Here is some examples:
Il faudra prendre la prochaine route à gauche.
Il faudra bien qu'il grandisse un peu.
Il faudra prévoir des travaux.
