Consideration implies respect whereas popularity can coexist with lack of regard.
I'm not sure that really works.
'La considération' is difficult.
I had 'Esteem involves respect'.
For the last bit perhaps:
Just because someone is popular doesn't mean they are respected.

the difficulty is that French is comfortable with abstract categories when English is not
so there is always the opposition general/particular , it is certainly more natural in English to use "someone" in the sentence rather than use a general category.
For a definition of "considération" as it is used in the sentence:
(1310, considéreson). Littér. ou style soutenu. Estime que l'on porte (à qqn). /Déférence, égard. | Avoir pour qqn une considération respectueuse. è Révérence, vénération. |
C'est par considération pour votre père, en considération de votre père que… | Considération que vaut un emploi, que confère une qualité, une vertu. | Gagner, obtenir, s'acquérir de la considération auprès de qqn, dans un milieu. Autorité, crédit, renommée. | Jouir de la considération générale, d'une grande considération. | Avoir la considération de ses chefs. | Être en considération. è Cour (bien en cour), faveur, grâce.

I think I can go with this:
Aside from the translation ,I have difficulty with the logic of that .
To me popularity does imply respect.
it works if you accept this definition: " recherche de la faveur populaire "
you may be popular because you do what people expect from you in the sense that you serve their interest, you maybe satisfied by what the person does but it doesn't imply respect for him/her.
