'À' example

In the following (Le Monde), what is the purpose of the 1st preposition 'à' ? Does it make any difference if it is dropped?

"Dimanche, Arnaud Montebourg, le ministre de l'économie, et à Benoît Hamon, ministre de l'éducation se sont retrouvés à Frangy-en-Bresse "

Hello,

as it is it doesn't sound right, looks like a misprint...there shouldn't be "à"
