is this used when you're indecisive ("to be torn between" choices)?

Hello Alan,
"être ballotté entre" is rarely used like that.
It's rather : to be sent from a place to another, but with the idea of passivity, the one who is "balloté" could be indecisive but it's not the main idea.
I am going to give you an example of the more common use of "être balloté entre" : when 2 parents separate and both of them want the children, "l'enfant est balloté entre ses deux parents". For this meaning we have another word more informal (a bit slang) : "trimballé"
So it could be "to change his mind", not exactly like indecisive between 2 ideas but more like one idea and after, another idea ...
