I have a questions about the meaning of the phrase 'quel qu'li soit'. This comes from the following sentence:

'Aller dans un pays sans chercher à comprendre les coutumes locales exposera le visiteur à réticences de la part du peuple hôte, quelqu'il soit.'

Soit is a subjenctive form of être. Could the phrase mean 'as it should'?

The idea is closer to a phrase such as "whichever it might be".
