The writing on picture seems to be in French, but the handwriting is really difficult.

I think it's :"A ...(first name) ...(last name)

En souvenirs bien affectueusement

...(signature)"

But I can't read the names.Sorry.

I 'm not sure but I think there is "Jean" in the signature

Seems to be really close to what is written. I think the last word is "affectueux". Not sure about "bien".

The surname is probably Mechelynch. Will try to decrypt other words using the clear ones as reference.
