I would really appreciate some insight into how and where this expression should be used. The literal translation infers that there is this lock of hair, that won't go where it is supposed to ... and this is used as an analogy with someone's attitude/characteristic ...?? (I could be way off the mark here.)
It is valid for children/adults? Is it used in modern parlance?

In France too, this expression only applies to hairs :)
For someone's attitude "Rebel(le)" is enough.
We have an expression for the people that are always the ones who will go against the mass/everyone else :
"Empecheur/empecheuse de tourner en rond" I think it refers to old dances when people were dancing in circles and the "empecheur de tourner en rond" was the one who always broke the circle :)
