This expression is right (except bibliothèque with a h), but I don't know if it's the precis translation.

another way is "emprunter un livre à la bibliothèque"

(and be careful, don't cross the words, "emprunter un livre dans la bibliothèque" and "emprunter un livre à une bibliothèque" are wrong)
