Most of my calls are for foreign countries.

I have called for 70 euros this month.

I must try to lower my telephone bill.

Could you kindly translate the above 3 sentences into French?

La plupart de mes appels sont pour l'étranger.

Ma facture de téléphone était 70 euros ce mois-ci.
("J'ai appelé pour 70 euros ce mois-ci" is technically correct, but sounds a bit unnatural. Might be also the case in English, btw)

As a side note, phone calls to land lines are mostly free in France, even long-distance calls to most countries.

I am very surprised to hear this from you.
Not in this country. It is cheaper to call landline.
Today landlines are dwindling. Here people are removing their landlines.
Generally you don't need 2 telephones.
However, I have several mobile phones. All are working.
I haven't removed my landline as yet.
I will take it away sooner or later.
While some (mostly older) people stick with very old plans that are total rip-offs, most people are shifting to "boxes". You pay between 20 and 30 euros per month for unlimited ADSL or fiber optics + hi-def TV + access to wifi hotspots (every customer's box can actually be a hotspot than anyone can connect to) + unlimited phone calls + a bunch of other services. Your landline is just a regular phone you plug into your main box (the one that acts as a wifi router). Calls made that way are free, except when calling cell phones or some countries.
However, you also got assigned a SIP account. This account let you send and receive calls from any computer anywhere in the world, still for free. If your cell phone supports it (the iPhone and most smartphones do), you can also use it to give calls from your phone, which will remain totally free. And people just have to dial the same phone number to reach you, regardless of what kind of hardware you're going to pick in order to answer it.
The only case you really need to pay is when calling a cell phone. Ironically, calling a cell phone in the US is free, but calling a cell phone in the country is very expensive. Main cell phone carriers are doing their best in order to keep the prices very high and to avoid competition. But it won't last long.
There's also some GoogleVoice-like service for quite some time, but because this is a premium service, and you have to pay for it, it bombed.
