Whether it's masculine or feminine is determined by the noun, "questions"; "certaines" takes the form to match the gender (and singular/plural) of the noun.

 

So in this case, "questions" is feminine (plural), and so the adjective "certains" is also feminine plural.

 

How do you tell that "question(s)" is feminine? Well, to some extent, you "just know". But it turns out that various endings tend to belong to particular genders. And in this case, the ending -ion almost always makes the noun feminine.
