This phrase was used today in Liberation "en marge du deplacement a Luxembourg" and I assume it means while traveling to Luxembourg, but I don't understand why they would use the words "en marge du" since it's meant to indicate something at the margin. Could someone explain that one?

Depending on the exact context, I think it could mean two things:
(1) "left out of...", "not included in..."
(2) "as a side issue whilst...", "in addition to..."
Perhaps with the whole sentence, we can offer a better translation if none of the above make sense in the context.
