I'm trying to say "the only reason why one would not apologise, it is because he is not sorry"

 

I have "la seule raison pour laquelle il n'est pas d'excuse, c'est parce qu'il n'est pas désolé"

 

but I think that the grammar (and possibly choice of words) is very poor...

The literal translation of you phrase would be :

'La seule raison pour laquelle quelqu'un ne devrait pas s'excuser est parce qu'il n'est pas désolé'.
