I saw this in a dictionary to mean "how did he manage to...?"  But really I would use "parvenir."  This seems to be a set expression.  Is it one I'll hear often enough to be worth learning?

Yes it's very used particulary in spoken language.

But in a formal language, "parvenir" is better.
