This is my first post on your site :).

I wanted to ask  a question about this sentence;  'Non, ce n'est pas  un cahier, c'est un crayon.'

Is it also possible to say; 'C'est ne pas'  instead of 'ce n'est  pas ?'

What is the diffrence between  C'est and ce?

I'm sorry you can't say C'est ne pas in this kind of phrase. You're obliged to say Ce n'est pas for "It's not something"

Here is an example with C'est ne pas : C'est ne pas faire l'exercice qui est un problème. (It's not to do the exercice that is an issue)

 

C'est = It is

Ce = this
