The next paragraph states that sometimes you need to use either "à" or "par" to be clear if you don't have the context.    

"Il a fait écrire une lettre à Pierre pour se plaindre" can mean either "He had Pierre write a letter of complaint" or "He had a letter of complaint written to Pierre."  

I don't know if anyone would have pointed this out, but I thought I'd give an example in case they can't think of one.
