i have a note that this means "it depends on the weather."  does this also means "it depends on the time"?  if not, how would u differentiate it?  Tx

Yes, it means "it depends on the weather".

to say "it depends on the time" we would use something to clarify : "ça dépend combien de temps ...." "ça dépend du temps qu'on mettra..."
