on dirait does it means "one would say "

   This must be a simple question but I always forgot and then became fuzzy or foggy , I am not sure if this word "dirait" means "one would say, I would say, "?

     Je dirais ? Nous  di........?   Oh, I forgot everything.

Merci Razan,  Je dirais means I would say - conditional  and Je dirai - without the 's'  means "I shall say or I will say" future tense,  is that right, the last bit does it means can it means both  "shall and will" ?
