I found the above in a website. Both French and English versions were on a website.

Would you write the French sentence?
In English I don't offer flowers to a girl to fall in love. I give her flowers to fall in love.
Here it is red roses. I don't know the system in France, Switzerland, etc.

Yes, "Pierre a offert des fleurs à Cécile" is perfectly correct. He gave her flowers.

Well, girls are unlikely to fall in love just because you gave them flowers, regardless of their color. It only happens in TV shows. If only it were so easy...

As Frank says, I think you're just talking about a translation issue, not a problem with the use of offrir in French. As you say, in many cases it is more appropriate to translate offrir as give. But that's OK... there's no law that a word has to be translated to one that looks similar!
